The commission recommended the partial alley vacation between Congress Avenue, Brazos Street, 2nd Street, and 3rd Street. Additionally, the commission recommended that the Council evaluate the preservation of a 300-foot turning radius on the east side of the rail 'Y' to allow existing and proposed rail traffic, such as the Red Line, to utilize the existing Union Pacific Rail Bridge, including requirements for stakeholder input, a cost-benefit analysis, and consideration of public/private development.
