Board meetings and strategic plans from Lisa Almilli's organization
The City of Chino held a study session to review the update of its Development Impact Fee (DIFF) program. The presentation covered the legal framework for implementing impact fees, a shift in methodology from a per-unit residential fee to a square-footage-based structure, and the integration of water, sewer, and park fee updates to align with current infrastructure needs and growth projections. The session also included discussions on reconciliation and true-ups of construction credit reimbursement agreements, the removal of obsolete congestion management fees, and the utilization of remaining fund balances for infrastructure improvements. Staff provided an overview of the capital improvement plans, the impact of recent legislation, and the steps required to finalize the Nexus study before its public review and formal adoption.
The council recognized the Chino Cultural Foundation scholarship recipients and the Chino High School wrestling team for their season achievements. A special tribute was paid to a retiring employee for 35 years of service. Additionally, the council presented the Home Beautification Award to the Velasquez family, received a report regarding closed session litigation matters, and provided announcements regarding upcoming community events including the Chino in Action showcase, summer concert series, and Independence Day fireworks celebration.
The council meeting featured the presentation of a proclamation for National Public Works Week, highlighting the importance of infrastructure and service to the community. Additionally, the meeting included an induction ceremony for new members into the City of Chino Hall of Fame, honoring the legacy of community service, and concluded with the introduction of new firefighter paramedics for the Chino Valley Fire District.
The council meeting addressed various administrative and community matters, including a closed session regarding anticipated litigation. Ceremonial actions included proclamations for National Mental Health Awareness Month and Professional Municipal Clerks Week, and recognitions for the Teen Advisory Committee and local businesses. The council reviewed and approved the consent calendar, which included warrant payments, the assignment of members to the San Bernardino Regional Housing Trust, and amendments to auditing and financial consulting contracts. Additionally, the council approved several community support fund contributions for various non-profit organizations and youth sports programs, and discussed updates regarding e-bike safety and municipal code enforcement.
The City Council discussed the status and potential future of the College Park Roundabout Fountain, which has suffered from equipment failure and flooding, as well as general wear and tear. The Council reviewed ownership and maintenance responsibilities, clarifying that while the City owns the feature, the Homeowners Association has traditionally managed it. Furthermore, the meeting addressed the infeasibility of the originally proposed equestrian bridge crossing the Cypress Channel and reviewed options for redirecting funds originally intended for a horse riding area. The Council also explored the ownership status of Constellation Park and considered options for the potential redesign and reconstruction of the fountain feature.
