The Dubuque Comprehensive Parks and Recreation Master Plan provides strategies to meet the needs of current and future residents. It also focuses on prioritizing deferred maintenance, evaluating operational practices for sustainability, fostering community belonging, promoting healthy lifestyles, and preserving natural resources through strong partnerships and community engagement.

This strategic plan outlines the City Council's seven five-year goals for the City of Dubuque, developed during annual goal-setting sessions. It reaffirms the 15-year vision statement and mission, and identifies a 2025-2026 policy agenda with top and high priorities. Key strategic pillars include fostering a healthy and safe community, maintaining a financially responsible and high-performing city organization, cultivating a robust local economy, ensuring livable neighborhoods and housing, promoting a sustainable environment, building a connected community, and enhancing diverse arts, culture, parks, and recreation experiences. The plan envisions Dubuque as a sustainable, resilient, inclusive, and equitable city by 2040.

The Dubuque Fire Department's Strategic Plan for 2025-2030 is a data-driven roadmap developed using the CPSE model for continuous improvement, building upon a 2019 framework. It outlines five strategic initiatives: strengthening workforce and leadership capacity; modernizing facilities, fleet, and technology for all-hazards readiness; enhancing service delivery, response, staffing, EMS capacity, community education, and risk reduction; expanding prevention, public education, and code compliance; and strengthening communication, accountability, and regional collaboration. The plan aims to ensure the department continues to protect lives, property, critical infrastructure, the economy, and the environment, keeping Dubuque safe, prepared, and well-served.

The public hearing included testimonials from residents regarding housing programs and the housing budget. Speakers shared their experiences with programs such as the rehab program and Hillcrest, highlighting the positive impacts on their living situations and expressing gratitude for the assistance received. Concerns were raised about the waiting list for housing and the challenges faced by individuals in difficult circumstances. One speaker advocated for extending bus service hours to accommodate work schedules. Another speaker expressed gratitude for the Housing's Lead in Healthy Homes Program, which addressed lead hazards and other safety issues in their home.

The City Council meeting included a presentation recognizing a permanent part-time team member of the year and a proclamation for Arbor Day. The council discussed consent items, including an update on the 3000 Jackson debut brewing and malting project. Public hearings were set for a proposed development agreement and disposition of a city-owned lot. A request to rezone 2529 Marrywood Drive was also discussed.
