The General Plan 2040 for the City of Surprise is a comprehensive roadmap designed to guide future city growth and development, updated every 10 years. It focuses on gathering community feedback regarding quality of life, infrastructure, transportation, and land use. The plan's development involves four phases: 'recognize' for data collection and existing conditions assessment, 'engage' for continuous public involvement, 'enrich' for drafting and public review, and 'achieve' for formal adoption and a public vote. The overarching goal is to allow residents a voice in identifying areas for growth, preservation, and reinvestment within the city.
