The Board of Regents discussed several items, including the approval of faculty tenure and promotion decisions and the authorization of a real property purchase. The Board also finalized committee appointments for the upcoming year, reviewed a breakdown of student financial aid sources, and received guidance on Regent responsibilities, specifically regarding the Open Meetings Act and quorum requirements.

The board meeting agenda included several key discussion items such as a change to the Regents Meeting Calendar, the approval of spring graduate lists for the Portales, Roswell, and Ruidoso campuses, and various budget adjustments for the current fiscal year. Capital projects and plans for the upcoming summer and long-term periods were reviewed for all campuses. Additional business covered the granting of emeritus and emerita status to several faculty members, the approval of policy edits, a review of audited financial statements, and operating budget requests for the next fiscal year. Construction projects, handbook revisions, and grant applications were also on the agenda.

The meeting includes business matters such as proposed edits to Policy 30-6, the status of tenured faculty at ENMU-Roswell, the demolition of the Zeta House, and the selection of architects for the Student Academic Services Building and a new student residential facility. This Campus Master Plan for Eastern New Mexico University, developed in 2023, provides a vision to guide capital decisions for the next ten years. The plan focuses on assessing facilities, analyzing growth and utilization data, and making recommendations across four key goals: enhancing ENMU Identity, ensuring Safety & Access, optimizing Resources, and strengthening Community connections. It outlines capital projects, proposes focused planning studies for facility optimization, traffic safety, recreation, and residence halls, and adopts a strategy to prioritize, renovate, consolidate, and remove facilities to address deferred maintenance and improve space utilization.

The meeting included discussions and actions on several key areas. Staff members at ENMU-Roswell were recognized for their contributions. The board approved the consent agenda, including property disposal and/or transfer at ENMU-Roswell. Emerita status was approved for Dr. Annemarie Oldfield. The deactivation of the Automotive Tech Diesel Program at ENMU-Roswell was approved, with plans for revision and improvement. The five-year capital projects plan for ENMU-Ruidoso was approved, along with the summer capital outlay plan and the selection of an architect for the 2026 General Obligations Bond proposal. Capital projects for the Summer 2025 NMHED General Obligations Bond capital outlay hearing were approved, and the five-year capital plan was also approved.
