This strategic plan, spanning 2025-2030, is designed to prepare all students for lifelong success. It is structured around three core pillars: Academics, School Culture & Facilities, and Communication & Community. The plan aims to collaboratively promote high levels of student learning, provide safe and positive school environments, and foster public trust and community involvement. A key outcome is to develop graduates who are lifelong learners, empathetic, discerning, future-ready, and adaptable.

The resolution provides for a special election to be held on February 10, 2026, to authorize an excess tax levy for four years commencing in 2026. The levy is intended for collection in 2027, 2028, 2029, and 2030 to support the District's General Fund and cover expenses related to school programs and operations. It designates the District's Director of Business Services and special counsel to receive notice of the ballot title from the Auditor of Clark County, Washington.

The resolution authorizes the District to request a Certificate of Eligibility from the State Treasurer pursuant to chapter 39.98 RCW and the rules adopted thereunder by the State Finance Committee, designating the District officials authorized to file with the State Treasurer the request for a Certificate of Eligibility, and providing for related matters. The resolution also discusses the issuance of general obligation bonds for school construction and improvements, and the submission of a proposition to voters for approval.
