The City Council conducted a regular meeting featuring the administration of the oath of office for a Library Board Trustee and a Housing Authority Commissioner. The discussion focused on establishing a specific category for mural zone clearance and reducing the associated application fee from $1900 to $70, as well as clarifying the obligations of private property owners versus city property owners regarding mural maintenance.

The meeting addressed procedural matters including the roll call of committee members and the recording of public comments.

The meeting featured a presentation on the Pavement Condition Index report, with Council inquiries regarding funding and costs. The main item of discussion was the Animal Services Report, where Council debated the sustainability of current costs and explored alternatives, including potential audits of County charges and re-evaluating licensing fees and service levels. Staff was directed to prepare a report examining cost breakdowns and multi-year strategies.
