The City Council conducted a regular meeting featuring the administration of the oath of office for a Library Board Trustee and a Housing Authority Commissioner. The council held a special meeting to address public comments regarding the Deferred Action for Childhood Arrivals (DACA) program. The primary agenda item involved a closed session consultation with legal counsel regarding the City's potential amicus curiae participation in the United States Supreme Court case Department of Homeland Security v. Regents of the University of California. Following the closed session, the council unanimously approved the City's participation as an amicus brief participant in the matter.

The Commission held a discussion regarding minor modification fees for murals. Representatives from the Planning Department and Parks and Recreation Department explained that the zoning ordinance is being updated to align with the newly adopted general plan. The discussion focused on establishing a specific category for mural zone clearance and reducing the associated application fee from $1900 to $70, as well as clarifying the obligations of private property owners versus city property owners regarding mural maintenance.

The meeting addressed procedural matters including the roll call of committee members and the recording of public comments.

The meeting featured a presentation on the Pavement Condition Index report, with Council inquiries regarding funding and costs. The main item of discussion was the Animal Services Report, where Council debated the sustainability of current costs and explored alternatives, including potential audits of County charges and re-evaluating licensing fees and service levels. Staff was directed to prepare a report examining cost breakdowns and multi-year strategies.
