The Lindsay Subarea Plan serves as a roadmap to guide growth and development within the Lindsay Subarea of the City of Arlington. It articulates a long-term vision to establish a peaceful, connected community by fostering well-being. The plan addresses key elements such as future land use, transportation, environmental stewardship, parks and trails, and utilities and public services. Specifically, it aims to facilitate low- to moderate-intensity housing, including small-lot homes, townhomes, and multifamily units, supported by essential infrastructure and recreational facilities.

The Arlington, Washington Parks & Recreation Master Plan serves as a comprehensive roadmap for the next 20 years, outlining goals and strategies for enhancing the city's recreational programs, cultural arts, and public spaces. Key focus areas include promoting healthy and active lifestyles, preserving environmental and historical resources, developing integrated trail systems and resource parks, and expanding playgrounds, athletic fields, and indoor recreation facilities. The plan also emphasizes design standards, sustainable financial management, and professional human resources to ensure accessible, high-quality, and equitable park and recreation services for all residents.

The Island Crossing Subarea Plan is a proactive effort to guide the transformation of the 87-acre Island Crossing area into a celebrated, safe, and well-connected gateway to the Stillaguamish Valley. The plan identifies key priorities such as adopting new zoning and design standards, coordinating a regional compensatory storage facility for flood resilience, implementing SR 530 improvements, and proactively attracting desired businesses. Its vision balances flooding resilience, agricultural protection, environmental stewardship, community needs, and economic development, respecting the area's agricultural roots, natural resources, and cultural significance.

The workshop agenda included several key discussion items requiring no final action. Topics included the Compensation Proposal and Easement Approval for PUD Transmission Lines, and several proposed ordinances amending Arlington Municipal Code Chapters 20.04, 20.20, and 20.46. Additionally, the council reviewed Change Order No. 1 for the Jensen Park Project. The session also covered an introduction and presentation update on lobbying from Strategies 360, call to order, pledge of allegiance, roll call, agenda approval, administrator and staff reports, mayor's report, councilmember reports, public comment, review of consent agenda items for the next meeting, executive session, reconvene, and adjournment.

The agenda items for this meeting included the approval of the previous meeting's minutes from November 25, 2025, and discussions regarding Arbor Day Tree Planting scheduled for March 14. Key topics for discussion involved a Public Art Update covering a Cougar bench refinish, roundabout art for Division, the 211th Mural, and Airport Wraps. The agenda also listed reports from the Maintenance & Operations Department and Community Engagement Department, a discussion on Terrace Park, updates on Park Projects (Pump Track, Jensen Park restrooms, Pickleball court), and a review of Park and Recreation Fees, specifically Park Development Mitigation Fees and Ballfield Fee updates, which had already been passed by Council.
