Board meetings and strategic plans from Joseph F. DiRocco's organization
This document outlines a phased strategic plan for defining, transitioning, and running the Tredyffrin-Easttown Fire Department (TEFD). It details three distinct phases: Phase 1 focuses on defining governance, standards, budget, HR policies, and legal structures; Phase 2 involves transitioning operations through personnel hiring, asset transfer, and operational shift; and Phase 3 describes the future state as a municipal fire company. The plan emphasizes collaborative input, unified data collection, and data-driven decision-making, while also considering centralized payroll and funding for volunteer organizations.
The public meeting focused on an update to the Historic Resource Overlay District (HROD). The presentation covered the administrative review process, criteria for triggering reviews, requirements for additional approvals, and the role of various advisory boards. Discussion topics included the levels of review for construction projects, the distinction between advisory and decision-making bodies, and the specific decision-making authority held by the Board of Supervisors, Planning Commission, and Zoning Hearing Board. The session concluded with a group exercise regarding project review prioritization and an open forum.
The meeting agenda includes acknowledging the winners of the PennDOT Innovations Challenge, announcements regarding local events and traffic safety measures, and reminders for stormwater inspection report deadlines. Business items include adopting the 2025 Subdivision and Land Development Activities Report, engaging the Chester County Planning Commission to update the Township's Comprehensive Plan, authorizing water rescue equipment purchases for the fire department, approving the service of alcohol at specific library events, and proclaiming National Libraries Week. The board will also address hazard mitigation grants, pedestrian enhancement designs, park improvement projects, and authorize public hearings for ordinances regarding government administration and Home Rule Charter amendments.
The Board of Supervisors discussed various township business items including updates on the Comprehensive Plan, the approval of water rescue equipment for the fire department, and authorization to allow alcohol at specific library events. They also addressed public concerns regarding the leasing of office space by the Department of Homeland Security, considered ordinances related to government administration and home rule charters, and approved capital purchases for park improvements, copiers, and road infrastructure projects.
The meeting included several announcements, such as office closures for Presidents Day, scheduling of public open houses regarding proposed Home Rule Charter changes, and the simplification of the Stormwater Inspection Report submission process, which is now available online with an April 1, 2026 deadline. Other announcements covered proper placement of trash cans and PADOT's approval of a 4-way stop installation. Township Business involved receiving liaison reports from various commissions, unanimous approval to reappoint and appoint members to the Environmental Advisory Council, and discussion regarding the Home Rule Charter Update. Key capital purchases approved included upgrading security cameras across the Paoli Library, Police Department facilities, and Township Building for $42,379; a software solution for the Sewer Department for $28,000; digitization of files (Phase 2) up to $50,000; four new Police Department vehicles costing $212,473 plus $77,527 in estimated upfits; one Police Department utility vehicle for $34,071.02 plus $6,000 estimated upfit; and a Police Department drone system for $13,500 plus $3,500 in accessories. Additionally, a change order of $12,745 was authorized for Wilson Farm Park Upgrades. The Board also approved converting the heating system at 1485 Valley Forge Road from oil to gas for $133,000, authorizing staff to issue an RFP for electric vehicle planning, approving reallocation of Bike Park Grant Funding to the Chase Road Park Project, and approving agreements related to sewer capacity sale and the Chester County Bridge acquisition. New matters included resident feedback concerning the Picket Post/Chase Road project, support for Earned Income Tax implementation, and concerns raised by residents regarding stormwater management and infiltration facilities for a development project at 317 Greene Street.
