The Commission addressed several administrative hearing recommendations, resulting in the unanimous approval of resolutions for RJS Industries LLC, TEV Corp., KM7 Trucking LLC, and Underground Connection Corporation of NY. The Commission authorized the issuance of permits to eighteen companies and approved the conversion of permits to licenses for eleven companies. Additionally, the Commission voted to renew licenses for forty-four companies. Resolutions were passed to issue notices of hearing for license revocation regarding William R. Boyar DBA Mahopac Scrap and Container and Menace Inc. Finally, the Commission approved proposed fee changes for Solid Waste Broker Licenses and reviewed an update on nineteen violations issued for unlicensed operation, unregistered vehicles, and failure to display decals.

The Board of Acquisition and Contract reviewed and approved numerous agreements and resolutions across various departments. Key actions included approving cultural and food pantry services with The Matthew Wallace Foundation, Inc., procurement exemptions and outreach agreements for the Healthcare Talent Pipeline Program with The Westchester County Association, Inc., and health insurance consulting services with The Segal Group, Inc. Additionally, the Board authorized psychological evaluation services for public safety officer candidates, software implementation amendments for public safety, and various construction and engineering projects involving sidewalk improvements, bridge repairs, wastewater facility rehabilitation, and security service renewals at the College. Vending machine services and several infrastructure contracts for snow and ice removal were also authorized.

The board addressed numerous procurement and contract items, including agreements for ADA-compliant sidewalk construction, outreach services for occupational health in nail salons, and senior nutrition programs. Various resolutions were approved regarding facility leases at the airport, infrastructure projects such as sewer system rehabilitation and bridge maintenance, and contract renewals for environmental and construction services. The board also authorized internal administrative items, such as property acquisitions for affordable housing and amendments to existing grants for public safety and mental health initiatives.

The meeting focused on the draft planning board report for the 2021 Capital Projects requests, specifically reviewing the 2022 capital budget requests. Discussions included the overall five-year capital planning process timeline, clarification on the definition of expended versus obligated funds for 396 appropriated projects, and an analysis of projects that have seen little to no expenditure. The board reviewed capital budget requests for Public Works and Transportation, including ongoing infrastructure repairs at the White Plains campus and the need for new equipment such as a plow truck. The process for the 2022 budget presentation to the Capital Projects Committee and the Board of Legislators in the fall was outlined.
