The planning and zoning commission, along with citizens and contributors, dedicated time to discussing the plan, which includes the physical development and land use within the City.

The proceedings commenced with a public hearing regarding the comprehensive plan, which serves as a long-term guide for the city's growth, land use, housing, transportation, and public services, intended to be updated after approximately 35 years. Several exhibits were entered into the record, including minutes from the Planning and Zoning Commission meeting of November 5, 2025, and an affidavit of publication. A resident provided detailed solutions corresponding to objectives within the plan, covering land use (zoning the historic district C1), housing (focusing on high-density housing and utilizing city-owned properties), transportation (proposing one-way street configurations for Fourth Street and Schiller Street), utilities (recommending road improvement bonds and seeking grants like CDBG), community facilities (encouraging better utilization of existing resources like the amphitheater), and economic development (suggesting a pool of short-term vacation rental lodging businesses). Following the public input, discussions addressed proposed sewer discharge permits for private companies, focusing on annual application fees, a $60 per load discharge fee, and establishing clear rules for permitted volume to avoid arbitrary decisions.

The ordinance approves an agreement between the City of Hermann and Reinhold Electric, Inc. for the installation of new lighting at the ballpark. The city has accepted Reinhold Electric, Inc.'s bid of $130,600 to complete the project. The Board of Aldermen has determined that approving the agreement would serve a legitimate public purpose and is in the best interests of the citizens.

This comprehensive plan for the City of Hermann serves as a long-term guide and roadmap to ensure the community's vision and goals remain relevant and achievable over the next decade. Additionally, the Board is set to discuss old business items, such as updates on the pool, the Little League youth sports subcommittee, the soccer program, the Green Tree Partnership, and a review of month-end reports.
