The Study Session for the Sparks Planning Commission addressed several key areas. Discussions included the potential election of a Planning Commission Chair and Vice-Chair for 2026 from the nominated candidates. The Commission also discussed the possible election of a Commissioner to serve on the Regional Transportation Commission's Regional Road Impact Fee (RIV) Technical Advisory Committee (TAC), and the recommendation of two Planning Commissioners to the Mayor for three-year terms on the Truckee Meadows Regional Planning Commission. Further topics included a presentation and debate on a potential modification to the Sparks Planning Commission Bylaws. The agenda featured three Public Hearings: one regarding an amendment to the Sparks Crossing Development Standards Manual concerning permitted colors and materials, another seeking a Major Deviation to reduce front and rear yard setbacks at 1045 Union Street, and a third concerning a Conditional Use Permit application for the construction of a public utility use (electrical substation and associated transmission lines).

The meeting includes discussions and possible actions regarding a temporary use license with the Board of Regents of the Nevada System of Higher Education for Truckee Meadows Community College, an amendment to the agreement for professional engineering services with AtkinsRéalis Group Inc. concerning the Vista Narrows flood project, and agreements for professional environmental consulting services with Nancy Kang and Kautz Environmental Consultants, also related to the Vista Narrows project. Additionally, there will be an update on the TRFMA Strategic Plan and a discussion on preparing solicitations for Statements of Qualifications for various flood projects.

The Sparks City Council meeting included discussions on addressing homelessness and its impact on the River's Edge RV Park and surrounding businesses, including increased crime, theft, and sanitation issues. Citizens voiced concerns about safety and the need for solutions. The council also discussed and approved the agenda for the meeting. The council recognized Autism Awareness Month, with a presentation by the Justin Hope Foundation and a proclamation read by the mayor.

The council considered the deployment of Diane Vander well to the Truckee Meadows Regional Planning Commission and awarded a Professional Services contract to Charles Abbott Associates Incorporated for building permit plan review services. An amendment to the Regional Road impact fee Capital contribution front end agreement was also discussed.

The Sparks Planning Commission meeting included discussions and a public hearing regarding the Kylie Ranch North Plan Development Handbook Amendment. Key points covered the amendment's goals for orderly development, efficient land use, economic sustainability, and neighborhood design. The commission also reviewed the fiscal impact analysis, which estimated a positive fiscal impact over a 10-year period. The handbook amendment includes changes to land use designations, floor area ratios, and the addition of warehousing and distribution as a permitted use in the business park land use designation.
