The resolution addresses the rejection of all bids and the approval of an agreement with Honeywell International, Inc. dba Elster Solutions, LLC for Advanced Metering Infrastructure (AMI). The Village Council determined it was in the best interest to reject all proposals due to bidders taking exception to terms in the Request for Proposals. The Council approved the purchase of police body worn cameras, tasers, and software from Axon Enterprises, Inc. The bidding requirements were waived because Axon Enterprises Inc. is the sole source vendor for the Equipment and Software that meets the Village's needs.
The meeting included reviews of demolition permit applications for properties located at 1155 Ash Street, 435 Birch Street, and 180 Meadow Lane. Additionally, the commission reviewed the Historical Architectural Impact Study (HAIS) for the single-family residence at 655 Lincoln Avenue. Other business included a quorum check for the June 6, 2022 meeting, a reminder about the 2022 Preservation Award Nominations, and a Comprehensive Plan update.
The Winnetka Board of Fire and Police Commissioners held a special virtual meeting to discuss and take action on several key items. These included proposed changes to the Board's Rules and Regulations concerning eligibility criteria and preference point allotment for candidates in entry-level patrol officer and firemedic recruitment, the lateral patrol officer process, and the police sergeant promotional process. The board also reviewed the addition of a new lateral recruitment track for patrol officers consisting of current Village Community Service Officers. Additionally, the board considered conditional offers of employment for the position of patrol officer.
The Design Review Board/Sign Board of Appeals meeting included discussions and reviews of several cases. The board reviewed an awning permit for Christian Science Reading Room, an awning permit for Little Honeycomb, and a sign permit for Robin Thomas Design Gallery. The board also discussed sign code requirements and design guidelines for window signs, as well as residential design guidelines for new single-family homes. Additionally, the board reviewed a certificate of appropriateness for exterior alterations to the BP Gas Station at 1025 Tower Road, which was continued to the next meeting, and a certificate of appropriateness for a new mixed-use building at 564 Green Bay Road.
