The Board of Directors met to receive and file a management report regarding the fiscal year 1997-98 re-forecast capital budget and the six-year capital budget beginning in fiscal year 1998-99. The meeting also included an address regarding the implementation of policies to manage disruptive public behavior and ensure the orderly conduct of board business.

The board approved a loan agreement for the Westside Purple Line Extension, authorized the sale of surplus property, and approved various contract modifications and professional services agreements. Key actions included amending the Metro Customer Code of Conduct, adopting staff positions on several legislative bills, and authorizing the commencement of an eminent domain action. The board also directed the CEO to investigate alternative project delivery methods for major capital projects, implement real-time transit navigation and wireless connectivity, and develop policies to support filming in the county. Additionally, the board approved a settlement related to existing litigation and discussed organizational structure updates and security-related matters.

The Board approved various consent items, including funding exchanges for bus and bus facility activities, and the designation of the recipient for federal formula funds in the Santa Clarita Urbanized Area. Key actions included increasing the total authorized amount for a planning and development bench contract, approving financial standards, and authorizing the purchase of computer equipment through a master price agreement. The Board also approved updates to the investment policy, revised the audit charter for management audit services, and authorized a bus service agreement with Los Angeles World Airports. Additionally, the Board directed staff regarding small business outreach programs and conducted an executive session to approve settlements for several legal cases. Finally, the Board awarded contracts for transit facilities maintenance, approved positions on federal and state legislation, and appointed members to various Service Sector Governance Councils.

The meeting held a budget workshop where the proposed fiscal year 2003-2004 budget was received for review and consideration. The board also received public comment.
