This strategic action plan for Cuyahoga County aims to reduce homelessness by 25% by 2027, working towards a future where homelessness is rare, brief, and one-time. The plan focuses on advancing pathways to housing through equity, addressing systemic inequities for people of color and individuals with disabilities. Key strategic goals include improving client engagement and access to services, enhancing the experience of persons in crisis shelters, connecting clients to income and essential benefits, and building robust system capacity through expanded staffing, landlord partnerships, and race equity initiatives.
