The meeting was called to order but did not achieve a quorum, preventing official board action. Discussions focused on the impact of the lack of a quorum on pending development projects and procedures for processing projects through staff recommendations rather than formal board review. The board also discussed the possibility of reaching out to elected officials regarding quorum requirements and the number of board member vacancies.
