The council recognized the Cameron Holland family for their contributions to the Adopt-a-Street program. Proclamations were issued for Pride Month, featuring participation from the Apex Park and Recreation District and the Alexander Foundation, and for Juneteenth, which involved representatives from the Jefferson County Public Library, Excalibur Outreach, and the Arvada High School community. The study session focused on a review of the Arvada Center for the Arts and Humanities, presented by the consulting firm Turner and Townsend Huri. Key discussion topics included organizational structure and staffing models, programming and education trends, development and fundraising strategies, and facility utilization. The consultants highlighted the success of recent programming, analyzed ticket sales and donor engagement, and provided recommendations for long-term growth, including compensation benchmarking, venue management software, and strategies to increase programming space.

The Council held a workshop to discuss updates to the Americans with Disabilities Act transition plan. Key topics included the progress made in achieving compliance across city facilities, the park system, and the public right-of-way. The presentation highlighted strategies for identifying and removing accessibility barriers, the importance of community input, and plans for potential creation of an ADA advisory board to guide future priorities.

The study session focused on the city's participation in Proposition 123, a state-wide housing initiative. Discussion topics included an overview of housing commitments and the successful achievement of affordable unit counts. The Council evaluated a required expedited review process for affordable housing applications and the necessary amendments to the Land Development Code to comply with state statutes. Potential impacts on the city's tax base, sales tax revenue, and the loss of funding for failure to meet expedited review timelines were also discussed.
