The City Council meeting included the recognition of high school art talent for their sketch day contributions and the proclamation of Missouri Local Government Week and National Police Week. Additionally, the Council honored the retiring Director of Finance for her service. During the public comment session, a resident expressed concerns regarding a proposed no-bid contract for yard waste services and recommended the implementation of a competitive bidding process.

The meeting included the recognition of retiring city employees from the wastewater treatment plant and engineering departments. The council issued proclamations for the upcoming Serve Jeff City Day, an annual volunteer event, and for the observation of Fair Housing Month in collaboration with the Jefferson City Area Board of Realtors. Additionally, winners of the fair housing poster contest were recognized.

The work session focused on the city's parking operations and infrastructure. Key discussion topics included an analysis of the parking fund's financial status, projected operating and maintenance costs, and the condition of the existing parking garage. The Council evaluated the necessity and long-term costs of maintenance, such as deck membranes, versus the construction of new parking facilities. Additionally, the Council addressed the aging inventory of parking meters, current software limitations, and a proposed transition plan to incorporate modern multi-space kiosks.

The work session focused on project updates regarding the conference center development, including the status of garage demolition, site logistics, utility discovery, and shoring operations. Discussion touched upon communication with neighboring businesses, the impact of unsuitable soil on drilling, and adjustments to demolition sequences to accommodate traffic safety at the Capitol and Madison intersection. The council was also briefed on an unexpected discovery of a buried cable and the use of the Procore application for project tracking.

The council recognized the service of a late transit bus driver and honored the city's purchasing division during Purchasing Month. Public hearings were held regarding an amended PUD plan and preliminary subdivision plat for the Walnut Hills subdivision, which the council approved. Additionally, the council heard an overview of a proposed 48-unit apartment complex, the Morrow Valley Apartments.
