The council addressed several capital projects, including miscellaneous street reconstruction, rolling stock acquisition for heavy-duty vehicles, renovations to fire and city facilities, prisoner elevator rehabilitation in the Public Safety Building, and overhead door replacements in city-owned buildings. Bond ordinances were authorized to finance these acquisitions and renovations. Additionally, the council discussed amendments to the city budget regarding the White Plains Soccer Fest, snow transfer, and the purchase of school buses. Appointments to the Ethics Board and Library Board were also part of the agenda.

The board reviewed multiple zoning variance applications, including a proposal for a new Buddhist Temple requiring area variances for wetland buffer encroachment and parking. Other applications addressed a rear yard addition, a garage conversion, and the installation of a residential in-ground pool. Decisions included the approval of a rear yard addition, while several other applications were adjourned for further review.

The Agency approved Resolution 07-2026, which authorizes an amendment to the Declaration of Covenants and Restrictions for the development of a parking garage on East Post Road. This amendment extends the allowed duration for third-party lease and financing structures from 5 to 49 years to satisfy requirements from lenders and the Westchester County Industrial Development Agency. Additionally, the garage-use restriction was extended from 30 to 49 years, and guidance was provided regarding the cross-indexing of the declaration for accurate property tracking.

The board discussed multiple amendments to the City of White Plains Capital Improvement Programs. This included funding increases for the Renovations to Fire Facilities project, the Renovations to City Facilities project, the Library Parking Structure Rehabilitation project, and the Public Safety Building Prisoner Elevator Rehabilitation project.

The board reviewed a site plan application for a 12-unit condominium building located at 510 North Broadway. During the proceedings, the board declared itself Lead Agency for the unlisted action, accepted the distributed environmental findings, and unanimously approved the project. Several other agenda items, including subdivision extensions, site plan amendments, and conservation development applications, were listed but not discussed.
