Additionally, the council addressed a budget amendment for the Main Street flower pilot, fence installation, and town hall renovations, reviewed an emergency operations plan, and held a closed session to discuss the acquisition or disposition of public real property.

This Emergency Operations Plan (EOP) for the Town of South Boston provides a comprehensive framework for managing all-hazards emergencies and disasters. It outlines roles and responsibilities across various town departments and supporting organizations for the phases of mitigation, preparedness, response, and recovery. The plan is structured around key support branches including emergency management, communications, fire and EMS, law enforcement, social services, health and medical, and public services, aligning with the National Incident Management System (NIMS) and National Response Framework. Its primary objectives are to save lives, protect public health and safety, manage resources effectively, protect and restore critical infrastructure, and facilitate community recovery.

The council discussed honoring Police Lt. Randy Redd upon his retirement. They also discussed and denied a special use permit for a community solar array, transitioned council elections from May to November, approved a budget carryover request, and received the end-of-year financial report. Additionally, they nominated a member for reappointment to the Lake Country Development Corporation Board, discussed proposed by-laws for the Southside Planning District Commission, updated on new trash receptacles distribution, and reviewed the Green's Crossing Boat Landing project. The council also introduced a former Town Manager to assist with the American Rescue Program Act funds program.

The council meeting included presentations of appreciation to individuals for their contributions to the Crossing of the Dan commemoration. The County Treasurer addressed a sales tax overpayment issue, requiring the town to remit funds to Halifax County. The council adopted documents for a North Main Street Housing Grant application. The council meeting included a resolution honoring Cathy Rice for her retirement from the South Boston Speedway. The council also discussed and resolved American Rescue Plan Act eligible provisions for premium pay to eligible town workers and adopted an amended ordinance moving elections from May to November to include mayoral elections. Additionally, appointments were made to the South Boston Planning Commission.
