This Capital Improvement Plan serves as a long-term strategy for the City, outlining targeted investments in infrastructure and major assets from FY 2026-27 through FY 2031-32. It is aligned with the City Council's strategic priorities, which include enhancing community safety, promoting economic growth and revitalization with a focus on affordable housing, expanding transportation and connectivity, and increasing parks and recreation opportunities. The plan emphasizes financial durability, organizational capacity for project delivery, and the maintenance of existing assets to ensure sustainable growth and effective service delivery for residents.

The council discussed various items including a funding request for the Dogwood Festival, the 2026-2027 Proposed Annual Action Plan for community development grant programs, and a renewal of the School Resource Officer program agreement. Additionally, the meeting covered policy changes regarding council announcements and recognitions, a presentation on regulatory standards for data centers, and several council member-requested items involving infrastructure, enforcement compliance, peer city comparisons, and organizational structure of the City Clerk office.

The council recognized several local achievers, including Miss Fayetteville Teen and Miss Fayetteville for their community initiatives, and the Cumberland County spelling bee champion. Discussions included a city manager report on upcoming public engagement events for capital improvement plans and the annual budget process.
