The Board convened an executive session to receive legal advice from the County Attorney regarding the legal standards and risks associated with the Alpenflow variance application.

The Board of Commissioners discussed several community and administrative items. Key topics included a legislative update regarding state senate testimony on housing and utility bill legislation, a report on housing cost burdens, and recognition of the Lake County Nordic Ski Team. Administrative actions included the approval of a professional services agreement for communications and digital services, the authorization to act as a fiscal sponsor for a Community Project Funding application, and the acceptance of a housing planning grant. The board also engaged in executive sessions to receive legal advice concerning an intergovernmental agreement for fire protection services and a mill levy error impacting the Leadville Sanitation District. Additionally, the board approved various routine administrative items, including professional services agreements for strategic planning and election assistance, and the veterans service officer report.

The board met to discuss and ratify the declaration of a local disaster emergency regarding the Willow fire. The ratification was required to allow the county to access and recoup disaster-related expenditures through state and federal resources.

The meeting focused on two primary agenda items: a staff update regarding the joint comprehensive plan and a public hearing for a conditional use permit and site plan application for a group camp. The discussion concerning the comprehensive plan highlighted the status of the strategic growth plan and future adoption plans. The public hearing addressed the proposed trail-based campground, including its occupancy limits, site improvements, water and wastewater management, road access, and emergency preparedness strategies. The Commission reviewed several conditions for approval, including requirements for fire safety compliance, annual audit reports, and maintenance plans.

The Board of County Commissioners held a work session to discuss a partnership with the Colorado Division of Veterans Affairs as part of the 'Look, Listen, and Learn' tour. The discussion focused on veteran outreach strategies, the role and management of Veteran Service Officers, and initiatives to increase veteran participation in VA benefits. The board reviewed statistics regarding veteran population, VA financial expenditures in the county, and explored available funding opportunities including the Veteran Trust Fund and the Veterans Assistance Grant.
