The town council discussed various operational issues related to Republic Services, including the scheduling of bulk trash pickup, communication improvements, and the tracking of service routes. The council also reviewed proposals from several banks to serve as the town's banking partner, with a recommendation provided to move forward with Bippus State Bank.

The board conducted public hearings for two variance requests. The first request involved a business seeking approval for additional square footage and signage modifications at a new business location. The second request involved a property owner seeking a variance to development standards to construct an accessory structure exceeding the size limitations. Both requests were supported by favorable recommendations from the planning commission and received positive input during the public comment portion of the meeting. The board deliberated on the findings of fact for both cases and ultimately approved both variance requests.

The Planning Commission discussed the approval and funding request for an RFP process to develop and implement a new Unified Development Ordinance. Additionally, the commission reviewed and provided favorable recommendations for several BZA cases, including signage approvals for Good Samaritan Medical and Leo High School, as well as a request regarding the size of a property structure for the Barnaby property.

The Council discussed an interlocal agreement with Allen County regarding bridge projects, which includes a three-year contract and associated financial matching requirements. The council reviewed and approved the design and engineering proposal for the Hustler and Wayne Street improvements, including anticipated storm water system work, in preparation for the Community Crossings Matching Grant program. Additionally, the Council addressed the need to select a new financial institution, reviewed town payroll and account payable vouchers, and discussed potential security camera and digital access system upgrades for the town park building.

This Comprehensive Plan, "Envision 2035," serves as an update, built upon robust community engagement, to guide the Town of Leo-Cedarville's growth and development for the next decade. The plan focuses on retaining its small-town character, enhancing livability and quality of life, and promoting community pride. Key priorities include leveraging the Cedarville Reservoir as an economic and environmental asset, fostering sustainable land use and economic development, reinventing the Market Corridor, improving public services and infrastructure, and expanding safe, interconnected transportation networks, especially for pedestrians and cyclists.
