The City of Bridgeport's Comprehensive Plan is a long-term policy document designed to guide the community's future growth and development. It outlines the city's vision, goals, and priorities across key areas, including land use, housing, transportation, economic development, natural resources, and public facilities. The plan is structured around eight strategic goals: Facilitate Growth, Promote Quality Housing, Broaden Community Amenities, Attract and Connect Visitors, Continue to Grow Economic Base, Improve Transportation System, Strengthen Partnerships, and Support Government Services and Infrastructure. Its overarching aim is to foster equitable growth, vibrant neighborhoods, and efficient resource allocation to support the community's long-term aspirations.

The meeting began with a moment of silence for Chris Johnson, a journalist from Connect Bridgeport. The council approved the minutes from the September 22nd special and regular city council meetings. A citizen, Mark Delena, addressed the council regarding Charles Point, expressing concerns about ongoing issues. The Mayor reported on Fire Chief Phil Hart's upcoming retirement celebration and reminded council members to submit potential candidates for the charter review committee. The Interim City Manager reported on various city activities, including library events, sports programs, community development projects, emergency management grants, fire department training, parks and recreation improvements, and police department updates. The council issued a proclamation to the Trinity Community Building celebrating 100 years and another proclamation for Domestic Violence Awareness Month.

The meeting included an invocation by Pastor Jeff Vaughn from Grace Baptist Church, followed by the Pledge of Allegiance led by members of the Bridgeport Police Department. Public comments were made regarding the Simpson Creek covered bridge and the city charter. The mayor reported on ongoing investigations and legal matters, including updates on the TIF issue. Discussions were held regarding a charter review process. Reports were given from the inter city manager, Bridgeport Library, the Bridge Sports Complex, and community development. The fire department reported on call averages and a structure fire. The IT department reported on phishing scam protection. Updates were provided on parks and recreation events, police department training, and public works projects. A report from Teraccon regarding the Degan Lake project is scheduled for the next meeting.

The meeting included public comments regarding code enforcement and gas prices in Bridgeport. The Mayor recognized former council members and announced the donation of a Bible to City Hall. The Interim City Manager reported on library updates, the Bridgeport Sports Complex, community development, the fire department, human resources, live streaming of council meetings, parks and recreation, the police department, the wastewater treatment plant, and public works. A proclamation was made for the emergency manager, and a report was given by William Elenfeld of Flannry Georgalis LLC regarding an internal investigation.

The meeting included public comments regarding the support for the mayor and the value of TIFFs. The mayor apologized for the cancellation of a work session due to open meeting laws. The manager reported on the Bridgeport Library's reading challenge, the groundbreaking for the Bridgeport Complex, and the annual shutdown. The council also discussed the International Overdose Awareness Day and the Library Card Signup Month. They also swore in new police officers.
