The special meeting of the city council focused on an ordinance for first reading regarding a referendum on studying the existing form of government and considering the adoption of a home rule charter. The council heard a presentation from the Governor's Center for Local Government Services about home rule, its benefits, limitations, and considerations. The presentation covered various aspects including shifting governance from state municipal code to local citizens, flexibility in defining structure and powers, taxation, accountability, and professional administration.
