Sole Source: If sale is less than $7,500, use sole source.
Coops: Start with MiDEAL, OMNIA Partners, or Sourcewell. If your product is on a pre-competed contract, route with the department director and City Manager; City Council approval still needed over $25,000 but coops streamline it.
Entity: City of Manistee, MI
Posture: Strict adherence to competitive bidding; deprioritize sole source.
