This Comprehensive School Improvement Plan for Cardinal aims to enhance student learning through a continuous improvement process. It outlines goals for improving PK-6 reading proficiency by 2020 and details strategies for teacher professional development, curriculum enhancement, and targeted interventions for at-risk students. The plan also addresses the evaluation of instructional practices, monitoring of student achievement, online course offerings, induction programs for beginning administrators and teachers, gifted and talented programs, and career planning for secondary students, emphasizing strong stakeholder involvement.

Review of the proposed property tax, including current and effective property tax rates. The instructional support Levy and the voted physical plant and equipment and regular physical plant and Equipment levies are going up due to property valuations increasing. The management and Debt Service levies went down. The general fund Levy goes up partially because of budget enrollment. Asking for an increase in cash Reserve to meet one of the district financial goals which is to have three months of cash on hand to pay bills in case of emergency. The amount of proper property tax will go down in the proposed new tax rate. There is an unknown in the formula right now is State supplemental Aid and how much the state's portion of our Levy will increase for next year.

The strategic plan focuses on improving graduation rates, with goals of 100% for both 4-year and 5-year graduation rates. It aims for 50% of seniors to continue education or training. Additionally, the plan highlights proficiency in reading and math across different grade levels, as well as science proficiency in 8th and 10th grades. The plan includes metrics for students with IEPs and those receiving free/reduced lunch, alongside data on postsecondary readiness tests and completion of a core academic program.

The Cardinal CSD Strategic Framework aims to provide all students with an advantage in career and college readiness. It focuses on increasing student knowledge and awareness of college and career choices, providing exposure to various career options, and fostering leadership skills. The plan emphasizes stakeholder buy-in, particularly from parents and guardians, and includes regular updates to community members and staff. Key initiatives include hiring a dedicated leader, engaging advisory councils, seeking sustainable funding, collaborating with IHCC and Get Connected Intermediary Grant, teaching soft skills, administering screening tests, and organizing college and technical school visits, career fairs, job shadows, and internships.
