Bulloch County Schools' mission is to prepare students for success and enhance community value. By 2020, the school system aims to equip students to be contributing members of society based on their interests and abilities, enabling them to pursue colleges and careers of their choice. Core values emphasize relational building through integrity, passion, and respect; pursuing accomplishments through appropriate effort; evaluating efforts reflectively; implementing resourceful solutions through innovation and collaboration; exemplifying commitment, determination, and grit; and holding ourselves accountable for decisions and actions.

The Bulloch County Schools Strategic Plan (2022-2027) focuses on preparing students to be contributing members of society and enhancing community value. The plan outlines strategic goals centered around work and career readiness and community resourcefulness. These goals are supported by nine strategic objectives encompassing initiatives to attract and retain high-quality staff, utilize data effectively for continuous improvement, enhance the learning environment and culture, provide work and career readiness pathways, offer student support and guidance, provide differentiated learning opportunities, develop foundational skills, allocate resources effectively, and ensure legal and regulatory compliance. The plan emphasizes a continuous improvement culture based on core values of being relational, purposeful, reflective, resourceful, courageous, and accountable.
