Sole Source: If sale is less than $50,000, do not pursue sole source; redirect to a pre-competed coop/reseller path.
Coops: Non-IT/general: Use a cooperative purchasing vehicle (e.g., Sourcewell) to bypass formal bidding.
Baker County School District, FL shows no documented sole source awards (2023–2025). This is a high-friction, low-probability path.
