During Public Comment, concerns were raised regarding the Greencastle Greens Golf Course Stay and Play and Maintenance Access Drive, specifically referencing plan notes concerning the maintenance access drive's wording and potential violations related to an already paved gravel path conflicting with impervious area limitations. The Commission recommended approval for a modification request by Pulley on behalf of Travel Centers of America concerning stormwater regulations, as no new impervious area was created. Several subdivision and land development plans, including Shadow Creek Phases 5 & 6, Dollar General-Worleytown, ATMA Well #3, and the Eberly subdivision, were recommended to be tabled. Approval with comments was recommended for the Greens of Greencastle Phase 8, 9 & 10 Subdivision. The Greencastle Greens Golf Course Stay & Play & Maintenance Access Drive modification was also recommended for approval, with staff confirming compliance with emergency access road width requirements. Under New Business, the Commission reviewed updates to the codified SALDO and Zoning chapters, noting a five-dollar per meeting pay increase effective January 1, 2026. The Commission recommended approval of proposed changes to the zoning chapter for a future public notice meeting.
The meeting included the election of officers for 2026, with Jonathon Ott selected as Chair and Fran Malachowski as Vice Chair. Old Business discussion covered several grants and projects, including the DCNR grant for Martin's Mill Bridge Park (final design stage), approval of the land development plan and NPDES permitting for the road to Martins Mill Bridge Park, receipt of $50,000 from the Enoch Brown Community Share Grant, and anticipation of an award announcement for the Phase 2 RACP grant. The ATCP Winter Wonderland event attendance was noted at approximately 850. New Business focused on the wrap-up of 2025 park grants, requiring grantees to provide receipts and pictures.
