TO: ALL BIDDERS FOR: ULTRA-LOW SULFUR DIESEL FUEL 87 OCTANE UNLEADED GASOLINE FROM: Teresa Brown, Administrative Director SUBJECT: INVITATION TO BID BID OPENING DATE: December 4th, 2026 TIME: 2:00 P.M. Allen County Regional Transit Authority is the lead property for this procurement. This solicitation invites sealed bids to supply Ultra Low-Sulfur Diesel Fuel (#2) and 87 Octane Unleaded Gasoline for the Allen County Fuel Consortium and its member agencies. The contract term shall begin January 1, 2027 and expire December 31, 2027 with an option for one additional year. Pricing may be submitted as OPIS-based with a quoted differential (Bid Forms #2 & #3) or as a firm fixed price per gallon (Bid Form #1). Estimated annual volumes for consortium members are provided in the bid forms. Deliveries are specified F.O.B. to multiple consortium facilities (locations and tank sizes listed in the specifications). Bidders must complete and return required forms (including DBE documentation where applicable, Non-Collusion Affidavit, Suspension and Debarment Certificate, Certification Regarding Lobbying, Product Identification Sheets, Bid Forms, Proposal Form, and Bidder Information Sheet). The Consortium reserves the right to reject any and all bids and to deem incomplete submissions non-responsive. Additional technical, contractual, insurance, DBE, and federally required clauses and specifications are included in the solicitation document.
