NOTICE IS HEREBY GIVEN that the ABC Unified School District ("District"), acting by and through its Governing Board, will receive sealed bids for the above-referenced Project up to, but not later than, the date and time set forth below, at which time the bids will be publicly opened and read aloud. Bid Documents. Bid and Contract Documents, including the Architectural Bid Documents identified in the technical exhibit index, are available from the District's Purchasing Department. The authorized purchasing contact is Alice Kim, ABC Purchasing. Pre-Bid Job Walk. A mandatory pre-bid job walk will be held on Tuesday, November 17, 2026, at 11:00 AM at Niemes Elementary School, 16715 Jersey Avenue, Artesia, CA 90701. Bidders shall meet at Niemes Elementary School. Bidders who fail to attend a mandatory job walk will be deemed non-responsive. Requests for Information (RFIs) and Clarifications. All questions and requests for clarification must be submitted in writing to ABC Purchasing, attention Alice Kim at alice.kim@abcusd.us, and bids.purch@abcusd.us, with copies to Robert Kay at robert.kay@abcusd.us, Lieng Sun (MSP) at lieng.sun@architectsmsp.com, and Issa Dababneh (Cumming Group) at Issa.Dababneh@cumming-group.com, no later than 3:00 PM on November 18, 2026. Responses will be issued by written addendum only. Oral statements are not binding on the District. Bid Deadline and Opening. Sealed bids must be received at ABC Unified School District Office, 16700 Norwalk Boulevard, Cerritos, CA 90703, no later than 2:00 PM on Tuesday, December 1, 2026. Bids received after that time will be returned unopened. Bids will be publicly opened and read aloud at 2:00 PM on December 1, 2026 at ABC Unified School District Office, 16700 Norwalk Boulevard, Cerritos, CA 90703. Bid Security and Bonds. Each bid must be accompanied by bid security in an amount not less than ten percent (10%) of the total bid (Base Bid plus Bid Allowance), in the form of a bid bond issued by an admitted surety, a certified check, or a cashier's check. The successful bidder shall furnish a Payment Bond and a Performance Bond, each in the amount of 100% of the Contract Price, within five (5) calendar days after the Notice of Award. Contractor Qualifications and Requirements. Each bidder must possess and maintain a valid Class B General Building Contractor's License issued by the California Contractors State License Board at the time of bid and throughout the term of the Contract. Bidders shall also hold, or shall subcontract with a firm holding, all licenses required for the manufacture, transport, and installation of relocatable/modular school buildings. This Project is 100% federally funded and is subject to the Davis-Bacon Act and California prevailing wage requirements. No bid will be accepted, nor any contract entered into, without proof of the bidder's and each listed subcontractor's current registration with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5. Federal Funding Requirements. This Project is financed entirely with federal funds through the Head Start program administered by the U.S. Department of Health and Human Services, Administration for Children and Families. Procurement is conducted in accordance with 2 C.F.R. Part 200 (Uniform Guidance) and applicable federal contract provisions (including Davis-Bacon and related acts). Bidders must submit the Federal Funding Certifications form with the bid. DSA Approval. The Contractor shall use the DSA stockpile approval process for the modular building. Bidder shall identify its applicable DSA pre-checked (PC) building design in the Bid Form Supplement. Following award, the manufacturer and its licensed design professionals shall prepare the required project-specific building and foundation documents and obtain the required DSA stockpile approval before manufacturing. Include required stockpile work and Contractor-paid DSA fees in the lump-sum Base Bid. Project Description and Scope of Work. The District seeks bids for the purchase, design, manufacture, foundation construction, delivery, anchorage, and installation (set) of one (1) new modular building to house the Head Start program at Niemes Elementary School, 16715 Jersey Avenue, Artesia, CA 90701. The building shall be furnished complete and in place on the recessed concrete foundation designed and constructed under the modular Contract, finished with utility work and connections as assigned in the drawings and specifications, in strict accordance with the Bid Documents and the Contract Documents. The Contractor's scope includes: furnishing manufacturer Pre-Checked (PC) building documents, site-specific foundation design and construction, manufacturing and furnishing the complete modular building (structure, roofing, exterior and interior finishes, HVAC, electrical, plumbing manifolds to five feet beyond building face, factory-installed restrooms and casework, in-building electrical and low-voltage rough-in, fire alarm rough-in, transport and delivery including permits/escorts/route approvals, crane and rigging for setting, final cleaning, punch list completion, operation and maintenance manuals, warranties, as-built documentation, and District staff orientation). Work excluded from the Contractor's scope is broader site pad preparation beyond the foundation work included, utility service extensions and final campus tie-ins assigned to the separate site contractor, site hardscape and landscaping beyond the building exterior perimeter foundation, FF&E not specified as built-in, and certain DSA site-package certification work performed under separate contracts. The building shall comply with Head Start Program Performance Standards and applicable California child care licensing requirements. Award. The District will award the Contract, if awarded, to the lowest responsive, responsible bidder based on the Base Bid plus the Bid Allowance. The District reserves the right to reject any and all bids, to waive any irregularity or informality, and to award or not award in its sole discretion. No bidder may withdraw its bid for ninety (90) days after the bid opening. Publication Dates: November 6 and 13, 2026.
