Contractors must be pre-qualified before they will be allowed to submit a proposal. Contractors shall list any exclusions or exceptions or additive/deductive alternates in addition to the line items listed in this solicitation. Although Planet Bids software is programmed for e-bidding only, the District is also requiring one copy of the original bid to be submitted per the RFP. It is vital that submittals be turned in as fast as possible for review and approval. Long Lead items need to be tracked closely and reported regularly to the District. The project schedule needs to reflect any longer lead time items. All contractors must be pre-qualified through Planet Bids before they can submit a proposal. It is strongly recommended that Firms submit their prequalification information at least 7 days prior to the bid due date and time to avoid any delays and restrictions that keep bids from being submitted. The time duration that each set of doors is a work in process must be minimized so that the buildings are kept secure at all times during construction, the hazards associated with construction type work are minimized, the impacts to student access are minimized, and the work gets completed during times and days that will be least impactful to instructional activities. It is extremely important that all California OSHA requirements be followed closely. If a contractor is not following Cal OSHA for ladder safety, LOTO, and other related items the project may be stopped until the contractor can meet these requirements. Dust and debris shall be cleaned up daily and kept to a minimum so it is not tracked through the buildings. If noise impacts classes, the work will need to be rescheduled. The contractor can use the restrooms. The contractor can use the existing College waste containers. The contractor must place signs, postings, barricades, barricade tape, orange temporary construction fencing, as needed to keep students out of harms way. Access must be maintained into and out of all buildings during construction. Prior to installing any door hardware, first have it reviewed by Bryan Epp at Yuba College for finish, keying, part numbers, application, etc.. All new doors shall be sealed to keep pests such as mice out of the buildings. All doors shall be easy to open and meet Cal OSHA requirements for applied pressure when opening and closing the doors. The District plans to award this project to a single general or prime contractor with the appropriate California license in good standing, that is fully responsive, fully qualified and with good references. Initial Bid Results "Unofficial" and "Pending District Lowest Cost, Fully Responsive, and Fully Qualified" assessment. Proposers are 100% responsible for all of their costs to generate a proposal. If a Firm that is not prequalified, and they cannot submit a proposal. they are still 100% responsible for all costs to generate a proposal. All Proposals costs shall be maintained without change for 60 days after the solicitation submission date. The solicitation submission hard copy can be submitted within 24 hours of the submission due date and time to the address noted in the RFP. Please make sure your project references contacts information including phone numbers, emails, names, etc.. are all up to date and current. Project references will be checked. If the Firm and project manager do not have good project references, the Firm's proposal will not be considered, and it will be non-responsive.
