Open RFPUninterruptable Power Supply ("UPS") System Assessment
Description: The Administrative Office of State Courts (the "AOSC") is soliciting responses from qualified entities to provide information for the Rhode Island Judiciary (the "Judiciary") regarding their assessment of the Judiciary's existing Uninterruptible Power Supply ("UPS") systems which support critical Information Technology infrastructure as well as safety and security systems at multiple judicial locations. Respondents will be supplying a written evaluation, answering questions from Judiciary staff, and making comprehensive recommendations.
This is not a Request for Proposals or an Invitation to Bid. NO award will be made as a result of this solicitation.
Objective and Scope: The objective of this RFI is to provide an independent, professional recommendation on the most appropriate path forward for the Judiciary's various UPS systems based on current operational requirements. The Judiciary currently has UPS systems installed in three judicial locations: (1) the Garrahy Judicial Complex; (2) the Noel Judicial Complex; and (3) the Rhode Island Traffic Tribunal. The potential respondent shall evaluate the existing infrastructure, identify risks associated with continued operation, determine future capacity requirements and appropriateness, and recommend the optimal UPS solution based on reliability, scalability, lifecycle cost, upgrade cost, maintenance cost, and industry best practices. Specific expectations include: visiting all relevant judicial locations and reviewing existing UPS equipment and supporting electrical infrastructure; verifying actual electrical load of connected equipment and performing a complete capacity analysis; reviewing system redundancy, resiliency and maintenance history; evaluating battery systems for expansion requirements and remaining service life and proposing sequencing/implementation options; and producing a final written report with an executive summary, identification of existing conditions, load and capacity analyses, risk analysis, recommendations, and answers to listed questions.
Additional instructions and notifications: Potential respondents are advised to review all sections of the RFI and follow instructions completely. All costs associated with preparing and submitting a response shall be borne by the respondent. Responses misdirected or not received by the Judicial Purchasing Office at the time of closing will be determined late and may not be considered; official time/date shall be that of the time clock in the Judicial Purchasing Office. Although no award will be made pursuant to this RFI, all responses are considered public records under Rhode Island law. Interested parties are instructed to check the Judicial Purchasing webpage for any addenda. The RFI requests information for market research and planning purposes only; it does not constitute an RFP, RFQ, or invitation for bid, and responding is voluntary.
