Third-Party Technical Review: Port and Aviation Assistance Activities in the Pacific Islands RFP

Description: The U.S. Trade and Development Agency (USTDA) seeks a contractor under a non-personal services contract—not a grant—to assess the completeness of deliverables submitted by U.S. companies for up to six USTDA-funded transportation activities in Pacific Island Countries. The contractor will independently review work products and deliverables and provide advisory services across technical workstreams including airport and port development, operational analysis, economic and financial analysis, regulatory and legal analysis, and development impact analysis. The opportunity is a total small-business set-aside under NAICS 541690 and will result in one best-value award.
