The City of Philadelphia (“the City”) is soliciting proposals from qualified “Applicant(s)” to provide voluntary benefits for Pet Wellness and Pet Insurance Benefits on behalf of all City’s active employees.

Description: This contract solicitation—not a grant—seeks one provider to offer voluntary pet wellness and pet insurance benefits to the City of Philadelphia’s active employees, with employees paying the fixed price and minimal expected City contributions. The scope includes preventive services such as vaccinations, routine bloodwork, parasite prevention, spay/neuter discounts, dental cleaning, and behavioral consultation, along with insurance for accidents, illnesses, diagnostics, prescriptions, specialty care, surgery, and hospitalization.
