HRSA/MCHB Newborn Screening Systematic Evidence Review IDIQ and Task Order 1 (Request for Proposal)
Newborn screening systematic evidence review.
Description: The contractor shall provide commercial systematic review and evidence synthesis support services for cdc/niosh osh topics. At baseline, the service shall support human-in-the-loop workflows and produce traceable, reproducible, auditable outputs. The government is procuring a service outcome, not a standalone technology platform, software product, source code, or government-owned information system. This is a performance-based acquisition. The contractor is responsible for achieving pws outcomes while maintaining auditable outputs, configuration control over changes affecting outputs, and traceability between inputs, outputs, and conclusions. Using its existing platform at time of award, the contractor shall: generate and refine literature retrieval outputs; support title/abstract and full-text review workflows; produce structured outputs and documentation; conduct comparative/qa analyses against niosh-provided starting information and human-generated results; identify gaps and improvement opportunities; and implement approved platform or workflow modifications within the 36- month period of performance.
