The City of Gulfport intends to employ individuals and/or qualified firms to represent the city of Gulfport by providing Professional Security Guard Services at the Gulfport Municipal Court and on an as needed basis. Delivery of Proposal � One (1) original and one (1) USB flash drive of the completed proposal must be received at the Procurement Office, 1422 23rd Avenue, Gulfport, MS 39501, no later than 2:00 pm local time on December 7, 2026 at which time the proposals will be delivered to a selection committee. Proposals may also be submitted online in the Planroom. Hard copy proposals shall be identified as RFP for Security Guard Services and in a sealed envelope. Proposals received after the date and time stated above will be returned unopened. Packages may be obtained at the Procurement Office, 1422 23rd Avenue, Gulfport, MS 39501 or online. All inquiries should be directed in writing to Jessica Versiga, Purchasing Agent via e-mail at jversiga@gulfport-ms.gov no later than November 30, 2026 at 2:00 p.m. local time. Proposals may be held by the City of Gulfport, Mississippi, for a period not to exceed ninety (90) days from the date of receipt of proposal. The selection committee will review each proposal based on the grading criteria published in the RFP document and will assist the City�s governing authority in evaluating the submissions and assessing the most qualified. The governing authority retains the ultimate authority in making these determinations. Upon final selection(s) and a determination made by the City�s governing authority, written contracts may be awarded to the individual(s)/firm(s) whose proposal is determined by the governing authority to be the most qualified. The City of Gulfport reserves the right to reject any and all proposals and to discontinue contract execution with any party at any time prior to final contract execution. This Request for Proposals (RFP) is issued by the StanRTA to select, through a competitive proposal process, a Contractor to provide security guard services. Unarmed security services will be used at the Modesto Transit Center. The Contractor shall provide security personnel to maintain a visible presence, deter criminal activity, and promote safety and order throughout the Transit Center. Security guards shall conduct regular patrols of designated interior and exterior areas, including parking lots, public spaces, entrances, exits, and other areas identified by StanRTA. Patrol Round. A patrol round is a complete, systematic inspection of all designated security areas within the Transit Center property. Guards shall inspect assigned locations for suspicious activity, unauthorized access, vandalism, vehicle break-ins, safety hazards, and other security concerns. Guards shall document observed incidents and take appropriate action consistent with their assigned responsibilities. Electronic Guard Tour Tracking System. The Contractor shall use an electronic Guard Tour Tracking System or a StanRTA-approved equivalent to verify that required patrol rounds are completed. The system should utilize electronic checkpoints, such as RFID or NFC tags, QR codes, or comparable technology, installed at designated locations throughout the Transit Center. As guards complete their patrols, they shall electronically scan or tap each designated checkpoint. The tracking system shall automatically record the date, time, and checkpoint location of each scan, providing a verifiable record of patrol activity. Additional Duties. Guards shall perform other related security duties as required by the StanRTA. Reporting. The Contractor shall submit a monthly patrol report to StanRTA documenting completed patrols, checkpoints visited, missed or incomplete patrols, and reported security incidents. Records shall be made available to StanRTA upon request.
