The City of Pontiac (Community Development - Planning) seeks a consultant to produce a Downtown Pontiac Public Spaces and Placemaking Plan using SEMCOG Planning Assistance Grant funding to improve walkability, connectivity, and public realm vitality. The consultant will analyze existing conditions, identify challenges and opportunities, engage stakeholders (including at least one public forum), and coordinate with city legal consultants for adoption. The contract is for planning/consultant services (not a grant award to applicants) and includes deliverables, timeline, and a pre-proposal meeting and Q&A schedule.

Provide general Professional planning consultant services in various areas of program support, to serve as an extension of the Owner staff. Owner’s major divisions include Operations, Capital Delivery and Infrastructure Maintenance, Customer Experience, Safety, External Affairs and Communication, Administration and Finance. It is the intent of this General Planning Consultant program to provide Owner with expertise and flexibility necessary to carry out needs on a timely and "as-needed" basis.

Planning Consultant Services is necessary to assist in providing maritime planning studies and related reports for port development and capital projects, as envisioned, in part, from the PortMiami Master Plan. In addition, the Planning Consultant Services' PSA shall implement small area studies and site plans, which further analyze the implementation of ideas outlined in the Master Plan. The scope of work consists of general planning services in support of maritime facility improvements serving the cruise and cargo industries, including to utilities, transportation, environmental, administrative and maintenance building, parking structures, cruise and cargo terminals, inland port(s), intermodal facilities, and other cargo and cruise related facilities. Services include programming at the planning level, planning studies to reflect the established program, master planning, public outreach, and other planning studies.
