RFP 2026-011 Temporary Staffing Services

Description: Whatcom Transportation Authority (WTA) is soliciting proposals from qualified staffing firms to provide on-demand temporary personnel across clerical, administrative, service-worker, and driver classifications. The contractor will serve as employer of record and handle recruitment, screening, background checks, payroll, taxes, benefits, insurance, and compliance, while proposing a fully loaded hourly markup.
