Request for Whitepaper-Arc Heater Component Manufacturing and Supply (Solicitation FA9101-26-9-Arc_Heater)

Description: The Arnold Engineering Development Complex (AEDC) requests whitepapers to establish a ten-year strategic agreement for manufacture and/or refurbishment of critical Arc Heater components under 10 U.S.C. § 4022. The agreement will be executed through yearly milestones and may be modified for specific component orders; the government may add additional vendors during the period of performance to foster industrial base resilience. The RWP seeks vendor approaches to intellectual property, statutory compliance, business structure, pricing, inspection/acceptance processes, and delivery/quality assurance requirements.
