Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)

Description: Washington Headquarters Services requests white papers for Project Argus, a prototype solution for the Under Secretary of War for Intelligence and Security to replace the legacy Budget and Intelligence Related Database (BIRD). The platform must manage intelligence resource and execution data, support financial queries and analytics, provide configurable dashboards, and generate the Congressional Justification Book. Offerors may propose cloud-based, on-premise, or hybrid hosting and must compare cost, security, performance, scalability, and transportability.
