Request for Qualifications (RFQ) for Homelessness services 2026-2028
The City of Oakland’s Human Services Department is seeking qualified agencies, firms, and individuals to provide homelessness and housing-related services from 2026 through 2028. The RFQ will establish a pool of Qualified Service Providers for potential future contracting opportunities across nine service categories, including shelter operations, rapid rehousing, permanent supportive housing, outreach, health and hygiene, technical assistance, and housing-facility construction or project management. This is a qualification and contracting solicitation rather than a grant program, and submissions are due electronically through the City’s iSupplier portal by October 13, 2026 at 2:00 p.m. PT.
