Request for Proposal (RFP) Right of Way Engineering Services-RVB Grade Separation

The City of Palmdale requests proposals from qualified consultants to provide Right-of-Way engineering services for the Rancho Vista Boulevard grade separation project, which involves constructing a six-lane overpass at the railroad crossing and may require acquisition of right-of-way from approximately 37 properties. The consultant will provide project coordination, ROW mapping and exhibits, title and appraisal coordination, acquisition and negotiation support, relocation assistance if applicable, utility coordination, and ROW certification support, and will run three community outreach meetings and attend one City Council meeting. The project is expected to run through Spring 2027 and will be awarded to the respondent who best meets the City's requirements per the RFP evaluation criteria.
