REQUEST FOR PROPOSAL (RFP) NO. 26-08 PUBLIC SAFETY AND SECURITY CONSULTANT SERVICES (NON-LEGAL)

Description: The Los Angeles Community College District (LACCD) seeks a qualified consulting firm (for non-legal, non-attorney services) with extensive knowledge in and extensive experience working with law enforcement and public safety agencies in California to assist the District with the development of an upcoming public safety and security Request for Proposals (RFP) and subsequent District support in the District's negotiations with the selected service provider. This is not a solicitation for attorney or law firm services. The District is interested in assistance with exploring three potential models for the delivery of public safety and security services through the competitive procurement process. The consultant will assist LACCD in developing an RFP that allows for the consideration and evaluation of these models while ensuring that proposed services meet the operational, safety, financial, and accountability needs of the District's nine colleges and District facilities. The consultant will provide expertise in law enforcement and security operations, alternative service delivery models, community engagement, public-sector contracting, performance standards, cost structures, and negotiation. About the District: The District was organized in 1969 and is governed by an elected Board of Trustees and is part of the statewide California Community College system. LACCD serves a highly diverse, multi-racial and multi-lingual geopolitical area in roughly 900 square miles of the County of Los Angeles, including 36 cities and unincorporated communities. The District's nine colleges provide comprehensive lower-division general education, occupational education, credit and non-credit instructional programs and Adult Education, Career Education and Strong Workforce jobs training, citizenship classes, and in some instances four-year Bachelor's degree programs. The colleges receive accreditation from the Accrediting Commission for Community and Junior Colleges (ACCJC). The nine colleges are: Los Angeles City College, East Los Angeles College, Los Angeles Harbor College, Los Angeles Mission College, Los Angeles Pierce College, Los Angeles Southwest College, Los Angeles Trade-Technical College, Los Angeles Valley College and West Los Angeles College. The District's 2024-2025 Fiscal Year budget (from all funds and sources) is $10.2 billion, of which $8.3 billion is for the District's capital improvement and construction program. In Fall 2024 the District employed more than 6,000 full- and part-time personnel and served nearly 250,000 full- and part-time students in the 2024-25 academic year. Annual enrollment headcount by college for 2023-2024 is provided in the RFP. General goals and scope: The method used for this solicitation is a Request for Proposal (RFP). Selection of a consultant firm will be made through competitive procurement procedures, which will include factors such as experience and fees to be charged. LACCD seeks a diverse pool of consultants, including firms with LGBTQIA certification by recognized municipal agencies. Refer to Appendix A: Scope of Services for detailed scope. The awarded contract is expected to be effective from January 19, 2027 to June 30, 2027. Either party may terminate the contract with no less than 30 days' written notice of intent to terminate. Scope overview (summary of Appendix A): The District requires a consultant to provide expertise in law enforcement and security operations, alternative service delivery models, community engagement, public-sector contracting and competitive procurement, performance standards, cost structures, and negotiation strategies. The scope is divided into two phases: Phase I — RFP development (estimated duration: one month, January 2027) to review District information, evaluate service delivery models, recommend operational requirements, community engagement incorporation, performance measures, reporting templates, and a procurement-ready scope of work; and Phase II — Negotiation support (estimated duration: three months beginning approximately March 2027) to support negotiation planning and strategy, review proposed staffing and costs, advise on annual rate adjustment provisions and financial accountability, assist with final contract language, and provide implementation and transition planning. Deliverables for each phase are enumerated in Appendix A, including operational requirements, a three-model service evaluation framework, community engagement recommendations, final RFP-ready scope of work, performance measures and reporting templates, cost and pricing comparison framework, and negotiation and implementation deliverables. Additional: See RFP for evaluation criteria, required proposal format and mandatory exhibits (Exhibits A–I), proposal submission instructions, and detailed terms and conditions including insurance, indemnity, nondiscrimination, FERPA and accessibility requirements. This engagement is explicitly non-legal (no attorney services).
