The project of interest is to provide the City's Office of Community & Neighborhood Services with a comprehensive environmental assessment of properties to be associated with Community Development Block Grant funds to be assisted with Community Development Block Grant and HOME Investment Partnership funds. Such evaluations will provide CNS, agencies and/or organizations (subrecipients), property owners, and rehabilitation and/or construction contractors with information to help them manage and control environmental hazards efficiently and effectively during project implementation and/or construction to completion, and construction and rehabilitation activities, with particular attention to the requirements of the rule on federally owned and assisted housing. The scope of services shall include an environmental assessment firm that has the knowledge, experience, and expertise to perform the services as requested.

Provide on-call services for environmental containment and clean up / restoration of grounds and waterways. Potential scenarios include handling transformer oil leaks of various PCB classifications ; natural gas pipeline break responses ; wastewater or sediment release containment and remediation within underground piping networks ; cleanup of fleet vehicle accidents, fuel, and chemical spills at refueling stations or treatment facilities ; removal and cleanup of infrastructure materials containing asbestos and lead-based paint ; and streambed, streambank, or riparian buffer stabilization and armoring back to preexisting conditions with minimal additional impact.
