The City of Gilroy is soliciting proposals for a consultant to administer its Below Market Rate (BMR) Housing Program under RFP 26-RFP-CDD-532. The selected firm will enter a two-year agreement with up to three one-year extensions and will manage program operations to provide affordable housing to low-income residents. Proposals are to be submitted electronically by 12:00 PM on February 3, 2026; a free electronic copy of the RFP is available from the City’s website (document access requires the City’s plan-holders form).

The Affordable Housing Administrative Agent will be responsible for the administration of all affordable housing units within the municipality in accordance with the Fair Housing Act, N.J.S.A. 52:27D-301, et seq., the Uniform Housing Affordability Controls, N.J.A.C. 5:80-26.1 et seq., and all applicable Affordable Housing Regulations promulgated by the Council on Affordable Housing and Department of Community Affairs. The Affordable Housing Administrative Agent shall perform the duties and responsibilities of an administrative agent as set forth in the Uniform Housing Affordability Controls, N.J.A.C. 5:80-26.1 et seq., including, but not limited to, the following: 1. Affirmative Marketing; 2. Household Certification; 3. Affordability Controls; 4. Resale and Rental; 5. Processing Requests from Unit Owners; 6. Enforcement.
