The Center for Instruction, Technology & Innovation (CiTi) (Board of Cooperative Educational Services, Oswego County) is soliciting sealed and electronic bids for the furnishing and delivery of food, meat, and beverage products (CiTi Cooperative Food/Meat/Beverages Bid, Bid Number B27-FMB02) for participating school districts for the contract period February 1, 2027 through July 31, 2027. This is a cooperative procurement for CiTi and the following participating school districts: APW Central School District; Central Square Central School District; Fulton City School District; Hannibal Central School District; Mexico Academy and Central School; North Rose Wolcott Central School District; Oswego City School District; Phoenix Central School District; Pulaski Academy and Central School; and Wayne Central School District. Estimated quantities are shown on the Vendor Response Sheets; each participating district will issue its own purchase order for quantities ordered by that district. The solicitation includes detailed instructions to bidders, general and special conditions, delivery schedules for each district, an unacceptable product list, and vendor response (Excel) bid forms which must be used without alteration. Required bid documents include completed Vendor Response Sheet (Excel), Bid Proposal Certifications (Non-Collusion and Conflict of Interest), Exceptions/Acknowledgement of Terms, Iran Divestment Act Certificate of Compliance, and a completed W-9. Pricing shall be held firm for the duration of the contract period (except limited cheese escalation rules noted). Awards may be made line-by-line, by subcategory, or aggregate and will be made to the lowest responsive, responsible bidder meeting criteria. Additional requirements include MSDS for chemical items, compliance with Buy American provisions for school food purchases, insurance, performance guarantees, and prevailing wage and labor law requirements where applicable.
