On-Call Construction Quality Assurance Services for Kiefer Landfill
The County of Sacramento, Department of Waste Management & Recycling is soliciting proposals from qualified construction quality assurance firms for on-call construction monitoring, field and laboratory testing, and reporting at the Kiefer Landfill facility. The services will support emergency repairs and verification that liner-system and final-cover materials meet regulatory requirements. Proposals are due August 24, 2026, at 3:00 p.m. Pacific Time, and the non-mandatory pre-proposal meeting is scheduled for August 5, 2026.

The project shall include all necessary work to complete the construction of a new landfill cell, leachate collection system, along with leachate and sedimentation ponds. The work consists of Unclassified Excavation, Unsuitable Material Removal, 24" Clay Liner, 80 Mil Geosynthetic Liner, 12" Side Slope Cover Material, Granular Drainage Material, Coarse Aggregate, Geotextile Drainage Fabric, 8" HDPE Piping, Leachate Manholes, 18" RCP culverts and flared ends, 10' Chain Link Fence, 5-Strand Barb Wire Fence, Landfill Dewatering, Seeding, Fertilizing, Mulching, Rip Rap, Erosion Control Blanket, Erosion Control Wattles, High Flow Silt Fence, and other miscellaneous work.
